Jim Quinn.
Strategy, transport, infrastructure, and governance through complexity.
Jim was inaugural CEO of KiwiRail and Chief of Strategy at Auckland Council. He is currently Chair of Comply Pro and a director of Ngāti Whātua Ōrākei Whai Rawa, Brosnan, and WEL Networks, among other governance roles.
His executive career spans infrastructure, logistics, transport, and energy – including GM roles at NZ Post, WEL Energy, and as CEO of the NZ Post/DHL Express Couriers joint venture.
Jim co-leads QLG's governance and CE partnership work, helping boards and chief executives navigate reform, set strategy, and build the leadership alignment needed to deliver.
David Geor.
Governance, Infrastructure strategy, procurement, and delivery.
David was CEO of Higgins Group Holdings and GM of Fletcher Infrastructure and Brian Perry Civil. He has chaired or served on boards of major roading construction and maintenance alliances, and holds additional directorships and advisory roles across infrastructure, asset management, and primary industries.
His broader career includes CEO roles in dairy, horticulture, and fishing, and he has led numerous business transformation and bank-sponsored recovery assignments.
David leads QLG's Infrastructure Advisory practice, helping councils and asset owners procure and deliver smarter, faster, and at lower cost.
Paul Loof.
CE partnerships, governance. The people dimensions of strategy and performance.
Paul was MD (NZ) of global consulting firm Watson Wyatt and has been HR Director for leading New Zealand firms in engineering, civil construction, and primary industries. He advises boards and chief executives on performance, culture, and the people elements of strategy delivery and transformation.
Paul co-leads QLG's local government practice, drawing on his experience in the establishment of Auckland Council and ongoing work with Mayors, Chairs, councillors and CEs across the North Island on governance partnerships, organisational health, and reform readiness.
